RO e-Transport

RO e-Transport is the Romanian national system for declaring goods movements to the tax authority before transport begins. A declaration returns a UIT code, which must accompany the shipment. It applies to categories of goods the authority considers to carry fiscal risk, and to movements that cross the border or move within the country above defined thresholds.

The operational consequence is about timing rather than paperwork. Because the declaration has to exist before the vehicle moves, it cannot be treated as something finance reconciles later. It belongs inside the dispatch process, next to the moment a load is confirmed and a carrier is booked, or it becomes the step that holds a truck at the gate.

For a manufacturer shipping regularly this makes the difference between a compliance task and a routine one. Where declaration is part of the same flow that prices the freight and books the carrier, the UIT code is simply present when the driver arrives. Where it is a separate manual job, it competes for attention with everything else happening at dispatch.
